Update Publish

The Update Publish stage is where a package is rolled out to the community.

• The package must have completed the QA Verify stage.
• The package is moved to the updates directory.
• An email will be sent to the devinfo@lists.contribs.org list.
• A post will be made in the Experienced forum.
• The bug report will be Closed.
